R E S O L U T I O N
WHEREAS, The problematic use of alcohol, illicit drugs, and
tobacco places an enormous burden on society, harming health,
family life, the economy, and public safety; and
WHEREAS, The total economic costs of alcohol and drug abuse
in Texas are estimated at close to $26 billion in 2000, equaling
$1,244 for every man, woman, and child in the state; and
WHEREAS, In the past 20 years, medical science has made great
strides in learning about substance use and the nature of
addiction, a chronic neurological disease that involves a number of
brain chemistry disorders; and
WHEREAS, A growing body of research continues to demonstrate
that prevention and treatment processes for substance misuse and
addiction are effective and cost-efficient; studies place the rate
of return on substance abuse services at $5 to $10 for every dollar
spent; and
WHEREAS, Every day, in every part of Texas, men, women, and
youth are entering treatment, finding support groups, and asking
for help to begin the road to recovery from drug and alcohol misuse
and addiction; and
WHEREAS, Texas Recovery Day celebrates the tremendous
strides taken by individual families who have found long-term
recovery; those gathered in Austin today are here to demonstrate
that recovery can be a reality with the support of friends, family,
and community; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby recognize April 30, 2003, as Recovery Day at the
State Capitol and encourage all Texans to work together on this and
every day to seek a brighter future for all citizens of this state.
