R E S O L U T I O N
WHEREAS, Val Verde County Sheriff A. D'Wayne Jernigan was the recipient of the 2002 President's Award from the Sheriffs' Association of Texas, and this event provides a fitting opportunity to reflect on his outstanding career in law enforcement; and WHEREAS, Sheriff Jernigan began his career with the Bryan Police Department at the age of 19; three and a half years later, he joined the Snyder Police Department, eventually earning the ranks of sergeant and acting assistant chief of police; and WHEREAS, In 1971, this esteemed law enforcement officer was recruited by the United States Treasury's U.S. Customs Service to serve as a sky marshal aboard American flag air carriers; shortly thereafter, he was promoted to the rank of special agent and served in Laredo, McAllen, El Paso, Washington, D.C., and Miami, as well as being assigned to operations in Mexico and Rome; he retired from the Customs Service in 1995; and WHEREAS, The following year, Mr. Jernigan was elected as Val Verde County Sheriff; in tribute to his committed service, his President's Award from the Sheriffs' Association reads that "He is recognized by his peers as an honorable man and an outstanding peace officer"; and WHEREAS, A member of the board of directors and communications committee chairman for the Sheriffs' Association of Texas, A. D'Wayne Jernigan has demonstrated a determination to uphold the laws of this nation and to protect and serve the people of Val Verde County, and it is a pleasure to join in honoring him at this time; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby congratulate Val Verde County Sheriff A. D'Wayne Jernigan on receiving the 2002 President's Award from the Sheriffs' Association of Texas and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Sheriff Jernigan as an expression of high regard by the Texas House of Representatives.
