R E S O L U T I O N
WHEREAS, Dr. E. K. Bailey is being recognized with a Good Samaritan Award from the DBU (Dallas Baptist University)-Oak Cliff Partnership at its annual dinner on May 13, 2003; and WHEREAS, Dr. Bailey answered the call to the ministry at the age of 17 at Mount Carmel Missionary Baptist Church in Dallas, and six years later, he founded the Concord Missionary Baptist Church, which he currently serves as senior pastor; and WHEREAS, A graduate of Bishop College, where he earned a bachelor's degree in religion, he went on to receive a doctor of ministry degree from United Theological Seminary and pursued graduate studies at Southwestern Baptist Theological Seminary; he was awarded an honorary doctorate from Dallas Baptist University in 1997; and WHEREAS, This esteemed clergyman founded E. K. Bailey Ministries, Inc., and developed the Institute on Church Growth, designed to meet the needs of the African American church; he further serves his faith as vice president of H.I.S. Bridge Builders and as a board member of the Holmes Street Foundation for Boys; and WHEREAS, Dr. Bailey's affiliations have included the National Baptist Convention of America, the Texas Baptist Evangelism Conference, National Broadcast Concerts of Prayer, Promise Keepers conferences, and the Martin Luther King, Jr., Celebration, while his tenure as a board member benefited Gospel Today, Christianity Today, and Leadership magazines, the Dallas Urban League, the World Christian Training Center, Paul Quinn College, and the Board of Assessment and Assignment Unit of Dallas, Inc.; and WHEREAS, Dr. E. K. Bailey's life is an inspiring example of integrity, faith, and leadership, and it is a pleasure to join in honoring him at this time; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby congratulate Dr. E. K. Bailey on his receipt of a 2003 Good Samaritan Award from the DBU-Oak Cliff Partnership and extend to him heartfelt best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. Bailey as an expression of high regard by the Texas House of Representatives.
