R E S O L U T I O N
WHEREAS, This year marks the conclusion of a distinguished
tenure with the Texas Department of Mental Health and Mental
Retardation (TDMHMR) for Pamela A. Carley, and her retirement as
director of the organization's Office of Consumer Services and
Rights Protection provides a fitting opportunity to recognize her
outstanding service to this state; and
WHEREAS, A native of Lubbock, Ms. Carley graduated from Texas
Tech University with a degree in psychology in 1972 and also pursued
graduate studies in special education; and
WHEREAS, She began her career at Lubbock State School, where
she worked for more than six years and served as a caseworker,
volunteer services coordinator, director of social services, and
director of programs and support services; and
WHEREAS, In 1976, Ms. Carley joined the staff of the TDMHMR as
the assistant deputy commissioner for mental retardation services;
she ascended the ranks of the organization, serving as an
administrator of consumer and employee safety and health-related
programs, before assuming her current post in 1982; and
WHEREAS, Ms. Carley is also a longstanding leader on the
Employees Retirement System Board of Trustees; she has been a
member of the board since 1984, and over the course of her
three-term tenure, she has ably served as both its chair and vice
chair; and
WHEREAS, Ms. Carley has won widespread respect and admiration
for her dedication to serving the people of Texas, and it is a
pleasure to join in honoring her at this time; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby congratulate Pamela A. Carley on the occasion of
her retirement and extend to her sincere best wishes for the future;
and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Ms. Carley as an expression of high regard by the Texas
House of Representatives.
