H.R. No. 821


R E S O L U T I O N
WHEREAS, The year 2003 marks the 30th anniversary of the Texas Tech University Health Sciences Center at El Paso, and this milestone provides a fitting opportunity to honor one of the individuals who has helped to make this facility the renowned institution it is today; and WHEREAS, Dr. Jose Manuel de la Rosa is a native of El Paso who spent his early years living in Juarez; he attended St. Joseph's Elementary School, Cathedral High School, the University of Notre Dame, and Texas Tech Medical School in El Paso for the final two years of his residency in pediatrics; six years ago, he completed a master's degree in epidemiology from Harvard University; and WHEREAS, Dr. de la Rosa operated a community health care center before his appointment as assistant dean for education at Texas Tech El Paso; since 1997, he has served as regional dean of the school and has focused on expanding the institution into a four-year medical school; and WHEREAS, Through his exemplary contributions to the Texas Tech University Health Sciences Center, Dr. de la Rosa has helped to establish Texas Tech El Paso as a valuable resource for health care education and delivery for the citizens of West Texas, and his unwavering devotion to the well-being of his fellow Texans will not soon be forgotten; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby commend Dr. Jose Manuel de la Rosa, whose outstanding service in behalf of the Texas Tech University Health Sciences Center has ensured a brighter future for countless people; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. de la Rosa as an expression of high regard by the Texas House of Representatives.
