R E S O L U T I O N
WHEREAS, The family and friends of retired Army Brigadier
General Lillian Dunlap of San Antonio were deeply saddened by the
passing of this esteemed clinician, administrator, and educator on
April 3, 2003, at the age of 81; and
WHEREAS, General Dunlap was born in Mission, and her family
moved to San Antonio when she was six months old; a 1938 graduate of
Jefferson High School, she was a senior at the Santa Rosa Hospital
Nursing School when Pearl Harbor was attacked; joining the army in
1942, General Dunlap was sent to the Pacific Theater as a second
lieutenant, and her valorous service included missions with the
362nd Station Hospital in New Guinea and the 59th Station Hospital
in the Philippines; and
WHEREAS, After earning her bachelor of science degree in
nursing from Incarnate Word College in 1953, General Dunlap was
stationed in Europe; during the Vietnam War, she served at the
600-bed army hospital in Okinawa and later was chief nurse at the
Walter Reed Army Medical Center; among her military awards were the
Distinguished Service Medal, the Meritorious Service Medal, and the
Army Commendation Medal with oak leaf cluster; and
WHEREAS, The first Texas woman promoted to the rank of
general in the U.S. Army, General Dunlap was selected in 1971 by
President Nixon to be the second female general ever to head the
Army Nurse Corps; she continued her sterling tenure of service
until retiring in 1975; and
WHEREAS, Returning to San Antonio, General Dunlap embarked on
a vigorous life of civic service; she made numerous contributions
through her involvement with the Texas Governor's Commission for
Women, the American Association of University Women, and the
Adolescent Pregnancy Prevention Program; she also gave of her time
to the University of the Incarnate Word, serving on the board of
trustees and on the nursing advisory board; and
WHEREAS, General Dunlap continued to benefit her profession;
president of the Phi Lambda Chi nursing sorority, she was the
founder and 24-year president of the Army Medical Department Museum
at Fort Sam Houston; she served as chairperson to the nursing
section of the Association of Military Surgeons of the United
States and devoted herself to being active in the Texas Hospital
Association Education and Research Foundation; and
WHEREAS, The deserving recipient of numerous accolades
throughout the years, General Dunlap was inducted into the Texas
Women's Hall of Fame by Governor Bill Clements in 1987 and was
honored by the Brooke Army Medical Center with the establishment of
the B.G. Lillian Dunlap Excellence in Nursing Award; named an
Honorary Fellow by the American Academy of Nursing, General Dunlap
received the H.E.R.O. award by the San Antonio Visiting Nurses
Association, and she had a San Antonio river barge, called "The
General Lil," named after her; and
WHEREAS, During her life, General Dunlap made a positive
impression on the world, and her legacy of good work will endure to
benefit future generations of her fellow citizens; at this time, it
is most appropriate to pay homage to this distinguished Texan; now,
therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby pay tribute to the life of Brigadier General
Lillian Dunlap and extend deepest sympathy to the members of her
family: to her sisters, Carolyn Putnam, Dorothy Mount, and Mary
Bess Autry, and to her other relatives and many friends; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for her family and that when the Texas House of
Representatives adjourns this day, it do so in memory of Brigadier
General Lillian Dunlap.
