R E S O L U T I O N
WHEREAS, Allan Ray Brumley is being honored at a concert on May 5, 2003, for his many exceptional contributions to the Harlingen Consolidated Independent School District board of trustees and Harlingen High School; and WHEREAS, A native of San Antonio, Mr. Brumley is a graduate of Abilene Christian University, where he earned his bachelor's degree in music education before completing a master's degree in educational supervision in 1971; he embarked on a career in band direction at high schools in Rio Hondo and Edinburg, and in 1973 he assumed the mantle of band director at San Marcos High School, becoming the youngest director in the state to lead a 4A high school band; and WHEREAS, This impressive record of achievement continued when he joined the staff of Harlingen High School in 1975 to lead the "Big Red" Cardinal Band to numerous victories in national and statewide competitions, including the 1978 Disney World Invitational Concert Band Contest; the featured performers at the 1979 Cotton Bowl Parade, the Cardinals were recognized as one of the top 10 marching bands in the United States by the National Band Association; and WHEREAS, For the past nine years, this accomplished Texan has served as a member of the Harlingen C.I.S.D. board of trustees; a former secretary of the board, he held the office of vice president from 1997 to 1998 before serving as board president during the 1998-1999 term; and WHEREAS, Mr. Brumley, who has been involved in the general insurance business for the past two decades, has also served as president of the North Harlingen Rotary Club and on various other boards and committees in the Harlingen area; the occasion of his retirement from service on the school board provides a most fitting opportunity to recognize him for the many ways in which he has benefited his community; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby commend Allan Ray Brumley of Harlingen for his many outstanding contributions to public education in Harlingen and extend to him warmest best wishes for continued happiness in his future endeavors; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Brumley as an expression of high regard by the Texas House of Representatives.
