R E S O L U T I O N
WHEREAS, Major General Bertus Leroy Sisco of the Texas State Guard has served as commander of this noted military unit since March 8, 1997, and during his tenure he has demonstrated outstanding leadership and commitment to excellence in all his efforts; and WHEREAS, An Oklahoma native and current Southlake resident, General Sisco served as an enlisted soldier in the 36th Infantry Division for three years before being selected to attend Officer Candidate School (OCS); he graduated and was commissioned as a second lieutenant in June 1965, and two years later he earned a bachelor of science degree from Abilene Christian University; and WHEREAS, Before assuming command of the Texas State Guard, General Sisco was deputy commander of the 49th Armored Division and assistant adjutant general M-Day; his commands also include the 231st Engineer Company, the 386th Engineer Battalion, and the 111th Area Support Group; he served in Germany with the 21st TAACOM and held a number of major staff positions with the 71st Troop Command; and WHEREAS, This dedicated individual served on the National Guard Association of Texas Board of Directors and Executive Board for six years and five years, respectively, and was president of the association in 1996; he is the recipient of numerous awards and accolades, including the Legion of Merit, the Meritorious Service Medal, the Army Commendation Medal, the Army Achievement Medal, and the Lone Star Distinguished Service Medal; and WHEREAS, In 1995, he was inducted into the Texas Infantry OCS Hall of Fame, an honor reserved for our state's finest soldiers; he earned an honorary doctorate of military arts and science from TMA, and he currently serves on the executive board of the Choctaw Code Talkers Association; and WHEREAS, General Sisco and his wife, the former Frances Wiseman, have been blessed with two sons, Brandon and Trevor, a daughter, Shae, and five grandchildren; in his civilian career, he is a principal and owner of U.S. BANC:Source, a national computing company that serves more than a thousand financial institutions throughout the country; and WHEREAS, Service to one's country is a truly laudable pursuit, and for nearly four decades General Sisco has devoted himself to preserving the freedoms of his fellow Americans; he is an inspiration to all who know him, and it is a privilege to pay tribute to him at this time; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby honor Major General Bertus Leroy Sisco for his many years of service to the citizens of Texas and of the United States and extend to him best wishes for continued success and happiness in all his endeavors; and, be it further RESOLVED, That an official copy of this resolution be prepared for General Sisco as an expression of high regard by the Texas House of Representatives.
