H.R. No. 933



R E S O L U T I O N
	WHEREAS, Blanca Enriquez of El Paso has received a great and 
well-deserved honor with her appointment to the advisory board of 
the National Institute for Literacy (NIFL); and
	WHEREAS,  In 2002, Ms. Enriquez was nominated by President 
Bush to the NIFL advisory board, and she was confirmed as a member 
of that board on January 29, 2003, by the United States Senate; and
	WHEREAS, The National Institute for Literacy is a federal 
organization dedicated to the development of high-quality literacy 
services so that all Americans can develop essential literacy 
skills, and the advisory board has the responsibility for guiding 
the institute toward achieving this important goal; and
	WHEREAS, An associate executive director at the Region XIX 
Education Center and director of the region's Head Start program, 
Ms. Enriquez is an experienced leader committed to serving the 
educational needs of children, specifically those from low-income 
families; and
	WHEREAS, Among her professional accomplishments, Ms. 
Enriquez has created an interactive museum that promotes literacy 
development through exhibits on technology, science, math, 
history, and the arts; she was recently awarded a grant from the 
United States Department of Education to establish early childhood 
centers for excellence; and
	WHEREAS, Ms. Enriquez has made and will undoubtedly continue 
to make significant contributions toward providing critical 
literacy services to children throughout the country, and it is 
most appropriate to take this opportunity to recognize her; now, 
therefore, be it
	RESOLVED, That the House of Representatives of the 78th Texas 
Legislature hereby congratulate Blanca Enriquez on her appointment 
to the National Institute for Literacy advisory board and extend to 
her sincere best wishes for success in all her future endeavors; 
and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for Ms. Enriquez as an expression of high regard by the 
Texas House of Representatives.
