H.R. No. 944
R E S O L U T I O N
WHEREAS, On April 29, 2003, the citizens of Seymour are
gathering in Austin to celebrate Seymour Day at the State Capitol,
and this event affords an ideal time to recognize the area's many
fine attributes; and
WHEREAS, Situated in North Central Texas, at the crossroads
of State Highway 114 and U.S. Highways 82, 183, 283, and 277,
Seymour was founded by settlers from Oregon who originally planned
to call their new home Oregon City; and
WHEREAS, Seymour is the county seat of Baylor County, which
was created in 1858 and named to honor H. W. Baylor, a surgeon with
the Texas Rangers; ranchers formed the nucleus of the city's early
population, followed by farmers, merchants, and business
professionals, and today's economy continues to rely primarily on
farming and ranching operations, including cattle, yearlings, and
wheat; and
WHEREAS, The Old Settlers' Reunion and Rodeo, established in
1896 by retired cowboy Jeff Scott, is a favorite summertime event
held the second weekend of July; festivities draw participants from
throughout the nation to Seymour, which also hosts a dove hunters'
breakfast in September; area recreation options encompass a
multitude of leisure activities at Lake Kemp and other nearby
lakes, as well as excellent hunting and fishing opportunities and
an autumn leaves festival in October; and
WHEREAS, Enhancing the city's vitality are outstanding
educational and medical institutions; three of the Seymour
Independent School District's campuses have been rated "exemplary"
by the Texas Education Agency while the entire district was granted
five stars by Texas Monthly magazine and named a top 10 district in
its size category; and
WHEREAS, The Seymour Rural Health Care System includes
exceptional care from the staff of a local clinic, emergency
medical services system, and a hospital with an intern program
affiliated with John Peter Smith Hospital in Fort Worth and an
expanded nursing school connected to Vernon College; and
WHEREAS, Residents of Seymour can look with justifiable pride
on their community's past, while they eagerly embrace the
challenges and opportunities of the years to come, and it gives the
members of this chamber great pleasure to salute this fine Texas
city; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby recognize April 29, 2003, as Seymour Day at the
State Capitol and extend to the visitors from Seymour best wishes
for a memorable and enjoyable stay in Austin.
