R E S O L U T I O N
WHEREAS, The death of Pampa resident Clyde Carruth on April 20, 2003, at the age of 99, has brought a great loss to the many friends and relatives of this distinguished community leader; and WHEREAS, Born on February 1, 1904, in the town of Lelia Lake, Mr. Carruth graduated from Pampa High School in 1922 with high honors before studying banking, commerce, and business law at Watson Business College, Wayland Baptist College, and Texas A&M University; during the 1930s, he embarked on a career with the federal government as the administrator of the Agricultural Adjustment Program, an initiative of the U.S. Department of Agriculture, before transferring to the Texas Extension Service in 1935 to serve as extension agent for Hutchinson County; and WHEREAS, Mr. Carruth joined the staff of the Federal Reserve in 1941 and became associated with the Federal Land Bank and supervised loans in seven counties for five years; during World War II he also distinguished himself as the chairman of the War Board and Ration Board; and WHEREAS, Over the course of his impressive career in agriculture and agribusiness, Mr. Carruth founded the Junior Livestock Show in Pampa, helped to create the Top of Texas Hereford Breeders Association, and played an instrumental role in the building of the Pampa Livestock Pavilion, which in 1975 was renamed the Clyde Carruth Pavilion in his honor to his great surprise and delight; and WHEREAS, Greatly respected within the local community, Mr. Carruth sold life insurance for many years and was a member of the Pampa Chamber of Commerce for more than six decades; this accomplished civic leader served on the Pampa City Commission for 12 years and gave generously of his time and resources to such worthy organizations as the Kiwanis Club, the Pampa Senior Citizens Center Board, and the Community Day Care Board; elder emeritus of the community of faith at First Christian Church (Disciples of Christ), he taught Sunday school at the church for 40 years and held a variety of church offices, including those of deacon and treasurer; and WHEREAS, In addition to receiving a commendation from the USDA for his contributions to ranching, this outstanding Texan organized the county's 4-H Boys and Girls Clubs and, later in life, received a Citation of Service from Texas A&M University for his work in behalf of local 4-H programs; and WHEREAS, Those who were privileged to know Mr. Carruth will not soon forget the faith, hard work, and commitment he brought to every aspect of his life, and his memory will live on in the hearts of all those whose lives he touched during his years on this earth; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby pay tribute to the life of Clyde Carruth and extend profound sympathy to his family: to his wife, Neva Weeks Carruth; to his daughters and son-in-law, Yvonne Winegeart and Barbara and Russell West; to his son and daughter-in-law, Dayne and Beverly Carruth; to his daughter-in-law, Leta Carruth Jeffers; to his stepchildren, Larry and Patsy Weeks; to his grandchildren, great-grandchildren, and great-great-grandchildren; and to his many other relatives and friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for the members of his family and that when the Texas House of Representatives adjourns this day, it do so in memory of Clyde Carruth.
