R E S O L U T I O N
WHEREAS, Arturo Duran of El Paso has been named to the Joint
Public Advisory Committee (JPAC) of the North American Commission
for Environmental Cooperation, and this prestigious appointment
truly merits special recognition; and
WHEREAS, JPAC is comprised of 15 members--five each from
Canada, Mexico, and the United States--who are appointed by their
respective governments; members act independently and are
responsible for advising the environment ministers from each
country on all matters that fall within the scope of the North
American Agreement on Environmental Cooperation; and
WHEREAS, Mr. Duran was born in Chihuahua, Mexico, and
immigrated to the United States and attended New Mexico State
University in Las Cruces; he earned bachelor's and master's degrees
in chemical engineering and has 13 years of experience in
environmental management, including 10 years managing
environmental restoration and waste management programs for the
Environmental Protection Agency; and
WHEREAS, This dedicated civic leader currently serves as
general manager of El Paso County's Lower Valley Water District, an
organization charged with providing potable water, sewer, solid
waste, parks and recreation, and flood control services to several
communities; his extensive leadership experience includes serving
as U.S. cochair for health, environment, and urban development
between the United States and Mexico and working as advisor and
facilitator for the Interagency Task Force for Economic Development
for the southwest border; and
WHEREAS, In addition to these notable accomplishments, Mr.
Duran was recently selected as chairman from Texas to the business
advisory council of the National Republican Congressional
Committee; and
WHEREAS, Arturo Duran is a devoted family man and exemplary
citizen who has demonstrated dedication and excellence in his many
worthwhile endeavors, and it is indeed a privilege to pay tribute to
him at this time; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby congratulate Arturo Duran on his appointment to
the Joint Public Advisory Committee of the North American
Commission for Environmental Cooperation and commend him for his
numerous civic contributions; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Duran as an expression of high regard by the Texas
House of Representatives.
