R E S O L U T I O N
WHEREAS, The retirement of Rita Horwitz as executive director
of the State Pension Review Board (PRB) on August 31, 2002, brought
to a close an exceptional career of more than two decades in public
service; and
WHEREAS, Executive director of the board since its inception,
Ms. Horwitz assumed the myriad responsibilities of that post on
April 1, 1980; before her association with the PRB, she was employed
for three years with the Texas House of Representatives and for six
years with the Library of Congress; and
WHEREAS, Born in Amarillo, Ms. Horwitz graduated from Palo
Duro High School and The University of Texas at Austin; she also
pursued graduate study at the University of Maryland and completed
the 1993 Governor's Executive Development Program; a consummate
professional, she has been affiliated with the organization
Executive Women in Texas Government; and
WHEREAS, This eminently capable and highly respected
administrator has consistently exemplified the virtues of
integrity and dedication, and it is a pleasure to join her daughter,
Julie Horwitz, and her other family, friends, and colleagues in
paying tribute to her for the outstanding service she has rendered
to public employees in the Lone Star State; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby commend Rita Horwitz on her retirement as
executive director of the State Pension Review Board and extend to
her warmest best wishes for continued success and happiness in the
next chapter of her life; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Ms. Horwitz as an expression of high regard by the
Texas House of Representatives.
