R E S O L U T I O N
WHEREAS, Family and friends of Leroy Mouser, former deputy
chief of the Houston Police Department and chief of the Pasadena
Police Department, were deeply saddened by the passing of this
esteemed retired officer on April 15, 2003, at the age of 78; and
WHEREAS, A Houston native born on March 25, 1925, Chief
Mouser graduated from Jefferson Davis High School in 1942; then, he
joined the U.S. Marine Corps and proudly served in the Philippines
and on Okinawa; in 1953, he earned a bachelor's degree in police
administration from the University of Houston; and
WHEREAS, The remarkable life of Chief Mouser encapsulated his
own version of the American dream; through hard work and
determination, he rose up from being a shoe shine boy to become a
police chief, demonstrating the highest ideals of integrity and
self-determination; and
WHEREAS, At the age of 9, he shined shoes at the old Houston
police station to help support his family during the hard times of
the 1930s; in 1941, he joined the Houston Police Department as a
messenger boy; after his military service, Chief Mouser rejoined
the Houston Police Department as a motorcycle officer, and later
served in the police training school and in the radio patrol,
juvenile, and traffic divisions; named inspector in 1968, he was
promoted to deputy chief in the 1970s; and
WHEREAS, Chief Mouser retired from the Houston Police
Department in 1976 after 35 years of service; that same year, he
became chief of the Pasadena Police Department and served in that
capacity until 1979; and
WHEREAS, Active in professional and civic organizations,
Chief Mouser made numerous contributions as president of the
Houston Police Federal Credit Union and member of the Houston
Police Burial Fund; he belonged to VFW Post 6010 and participated in
the Boy Scouts of America, receiving the Silver Beaver Award; he
also attended Park Place Lutheran Church in Houston for many years
and received the Lutheran Church Lamb Award; and
WHEREAS, A devoted family man, Chief Mouser met his wife of 55
years while working at the Houston Police Department, where she was
employed as a filing clerk; they were married in 1947, and their
special union was blessed with three sons; and
WHEREAS, Leroy Mouser strove tirelessly to protect and serve
the people of the Houston area, and his spirit will not soon be
forgotten; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby pay special tribute to the life of Chief Leroy
Mouser and extend deepest sympathy to the members of his family: to
his beloved wife, Irene Alice Mouser; to his son Michael Roy Mouser
and his wife, Janet; to his son, William Carl "Billy" Mouser and his
wife, Bobbi; to his son Larry Wayne Mouser and his wife, Mandy; to
his grandchildren, Steven, Brian, Brett, Blake, Joshua, and Katelyn
Mouser; and to his other relatives and many friends; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for his family and that when the Texas House of
Representatives adjourns this day, it do so in memory of Leroy
Mouser.
