H.R. No. 1129


R E S O L U T I O N
WHEREAS, The Honorable Charles Everett Dean of Gilmer handed over the gavel at the Gilmer City Council meeting on May 8, 2003, bringing to an end his distinguished service as mayor of Gilmer; and WHEREAS, Mayor Dean first held office after winning the Democratic Party run-off for county judge in 1974; over the next two decades, Upshur County garnered the largest budget surplus in county history and received the highest possible bond rating; under his leadership, the area obtained a new health care clinic, expanded highways, and saw the creation of a rural fire prevention district and the impressive Upshur County Justice Center; and WHEREAS, Elected mayor on May 6, 1995, this notable community leader met with characteristic success in his new role; during his terms, the city passed its home rule charter and began participation in the Texas Main Street Program of the Texas Historical Commission; additionally, Mayor Dean worked to acquire the HOME Program Grant, which helped build houses for low-income and elderly individuals, and his leadership contributed to the acquisition of the Gilmer Civic Center, the construction of the new airport terminal, and the opening of Lake Gilmer; and WHEREAS, This outstanding public servant has also earned the respect and admiration of his fellow citizens for his devotion to his family; he married his beloved wife of 57 years, Rachel Jo Bowden Dean, on December 12, 1945; their special union has been blessed over the years with two children, Eddie Dean and Leanne Way, who have brought their parents the pride and joy of six grandchildren; and WHEREAS, The hard work and commitment of Mayor Dean in behalf of his community is truly commendable, and he is most deserving of special legislative recognition; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby commend Charles Everett Dean on the occasion of his retirement as mayor of Gilmer and extend to him best wishes for future happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mayor Dean as an expression of high regard by the Texas House of Representatives.
