R E S O L U T I O N
WHEREAS, Dr. Peggy B. Smith has been awarded the Kezia DePelchin Award from the DePelchin Children's Center in Houston, and this occasion provides a fitting opportunity to reflect on the many accomplishments of this outstanding Texan; and WHEREAS, Director of the Baylor Teen Health Clinic in Houston, Dr. Smith oversees a countywide system of six clinics that provide comprehensive reproductive health services for indigent teens; a respected authority on teenage sexuality and pregnancy, she continues to conduct research and has published three books and more than 100 articles on those subjects; and WHEREAS, This esteemed Texan has given generously of her time and expertise in an advisory capacity to numerous groups concerned with health care, health care delivery, and the protection of children; among other assignments, she has chaired the Children's Trust Fund at the behest of four Texas governors and served on the House Select Committee on Adolescent Pregnancy; she currently chairs the Family Planning Advisory Committee for the commissioner of the Texas Department of Health and serves on the board of directors of Episcopal Health Charities and on the national advisory committee of the Hogg Foundation for Mental Health; and WHEREAS, For her efforts, Dr. Smith has earned a host of well-deserved awards, including the Exchange Club's Book of Golden Deeds for outstanding community service, the 1990 Women on the Move Award, the 1990 Spirit of American Women Award, the 1990 Heritage Award, and the 1996 Good Samaritan Award; and WHEREAS, Peggy Smith has worked tirelessly to address issues regarding teen pregnancy and child welfare, and through her skilled and knowledgeable leadership she continues to help countless young Texans as they struggle to achieve a more secure and hopeful future; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby congratulate Dr. Peggy B. Smith on her receipt of the Kezia DePelchin Award from the DePelchin Children's Center and extend to her sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. Smith as an expression of high regard by the Texas House of Representatives.
