H.R. No. 1196


R E S O L U T I O N
WHEREAS, The tragic and untimely passing of Andrew Wayne Hoskings of Pflugerville on March 18, 2003, has brought a profound sense of loss to the family and many friends of this beloved Texan; and WHEREAS, A native of Louisiana, Mr. Hoskings was born in Metairie on September 8, 1975, and he graduated from Dulles High School in Sugar Land, Texas, in 1993; shortly thereafter, he graduated from the Wharton Police Academy as salutatorian of his class, and embarked on his childhood dream of having a career in law enforcement; and WHEREAS, This esteemed young man joined the Pflugerville Police Department in 1998, and he was promoted to senior patrol officer and field training officer only three years later; he won the respect and admiration of law enforcement professionals and civilians alike for his dedication to duty, and in March of 2003 he was honored by the department with a certificate of merit for his outstanding service, leadership, and work as a field training officer; and WHEREAS, In tribute to Mr. Hoskings' memory, the Pflugerville Police Department retired his unit number, 106, and established an annual award for the police officer that most exemplifies his outstanding qualities; and WHEREAS, Andrew Wayne Hoskings was a man of tremendous courage, compassion, dedication, and both physical and spiritual strength, and while he will be greatly missed, his memory will live on in the hearts and minds of the many people whose lives he touched; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby pay tribute to the life of Andrew Wayne Hoskings and extend sincere sympathy to the members of his family: to his beloved wife of only 16 months, Kaela; to his parents, Tom and Tammy Hoskings; to his brother, Michael Hoskings; to his sister and brother-in-law, Callie and Tray Cooper; to his parents-in-law, Sam and Karen Saenz; to his brother-in-law and sister-in-law, Steven and Sarah Saenz; to his nephew, Nathan; and to his other relatives, colleagues, and many friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives adjourns this day, it do so in memory of Andrew Wayne Hoskings.
