R E S O L U T I O N
	WHEREAS, Charles L. Harvey has received the Marvin Sanders 
Gold Whistle Award in honor of his selection as the most outstanding 
official in the Rice Belt Chapter, District VIII, of the Texas 
Association of Sports Officials; and
	WHEREAS, Mr. Harvey's selection is based on his exemplary 
performance in the 2002 UIL Class 1A boys' regional basketball 
playoff and the 2003 UIL Class 1A girls' regional basketball 
playoff; and
	WHEREAS, This dedicated individual refereed the semifinal 
and final games of these regional tournaments at the Wilkerson 
Greines Athletic Complex in Fort Worth, and his performance 
throughout the contests epitomized the integrity and commitment 
necessary for this demanding job; and
	WHEREAS, An alumnus of Fort Worth Dunbar High School and 
Texas Southern University, Mr. Harvey is a 13-year member of the 
Southwest Basketball Officials Association and the Texas 
Association of Sports Officials' Rice Belt Chapter; he currently 
serves as administrator of public works for the City of Houston; and
	WHEREAS, High school sports officials are charged with the 
challenge of ensuring impartiality, fairness, and sportsmanship in 
high school sporting events, and Charles Harvey has truly excelled 
in his efforts in this regard; now, therefore, be it
	RESOLVED, That the House of Representatives of the 78th Texas 
Legislature hereby congratulate Charles L. Harvey on his receipt of 
the Marvin Sanders Gold Whistle Award and extend to him best wishes 
for continued success in all his endeavors; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for Mr. Harvey as an expression of high regard by the Texas 
House of Representatives.
