H.R. No. 1201
R E S O L U T I O N
WHEREAS, Federal District Judge Edward C. Prado was recently
confirmed by the U.S. Senate, by a vote of 97-0, to serve on the
United States Court of Appeals for the Fifth Circuit; and
WHEREAS, A native of San Antonio, Judge Prado is a graduate of
The University of Texas at Austin, where he earned a bachelor's
degree in 1969 and his doctor of jurisprudence degree in 1972; after
completing law school, he served his country as a commissioned
second lieutenant of the United States Army, remaining in the
reserves as an infantry officer from 1972 until 1987; and
WHEREAS, This accomplished jurist embarked on his successful
legal career as an assistant district attorney for Bexar County,
later serving as assistant federal public defender for the Western
District of Texas and as state district judge in Bexar County; he
was then appointed by President Reagan to the office of United
States attorney and in 1984 was named United States District Judge
for the Western District of Texas, a position he has held for the
past two decades; and
WHEREAS, A respected member of his profession, Judge Prado
has been a leader in numerous bar associations and law-related
organizations; a member of the Texas and San Antonio Bar
Associations since 1972, he has served as director and chairman of
the Board of Trustees of the San Antonio Bar Foundation and, from
1991 to 1993, as chairman of the Criminal Justice Act Review
Committee; he also is active in local civic and charitable
organizations, including St. Mark's Catholic Church, Leadership
San Antonio, the Philosophical Society of Texas, the Rotary Club of
San Antonio, and the Witte Museum Community Advisory Committee; and
WHEREAS, Known as a man of fairness and integrity, Judge
Prado has, through his dedication and service to the judicial
system, helped to protect and defend our nation's foundation of
law, on which all American liberties and rights so firmly rest; now,
therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby congratulate the Honorable Edward C. Prado on
his confirmation to the United States Court of Appeals for the Fifth
Circuit and extend to him warmest best wishes for success in his
future endeavors; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Judge Prado as an expression of high regard by the
Texas House of Representatives.
