R E S O L U T I O N
WHEREAS, Dr. Manuel Berriozabal of The University of Texas at San Antonio (UTSA) has been selected as a recipient of the 2003 President's Distinguished Achievement Award for Excellence in University Service; and WHEREAS, A professor in the Department of Applied Mathematics, this San Antonio native earned his bachelor's degree in mathematics from Rockhurst College in 1952; he received his master's degree and Ph.D. in mathematics from the University of Notre Dame and UCLA, respectively, and has enjoyed a distinguished career in higher education; and WHEREAS, Dr. Berriozabal is the creator of the highly regarded Prefreshman Engineering Program (PREP), a summer mathematics enrichment program designed to assist students in their pursuit of higher education; he developed the program in an effort to encourage students with an interest in science and mathematics to better prepare themselves for the rigors of college-level course work; and WHEREAS, Since its inception at UTSA in 1979, PREP has been replicated with great success on the state level as TexPREP and on the national level as Proyecto Access; the program has earned numerous awards and accolades, including the Texas Higher Education Star Award, the Exemplary MSE Education Partnership Award from Quality Education for Minorities Network, and the Presidential Award for Excellence in Science, Mathematics, and Engineering Mentoring; and WHEREAS, The President's Distinguished Achievement Award for Excellence in University Service recognizes teachers who demonstrate superior command of their discipline, innovative teaching methods and techniques, and dedication to the learning process, and these criteria aptly describe Dr. Berriozabal, who, with each passing year, continues to exemplify the highest ideals of the teaching profession; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby congratulate Dr. Manuel Berriozabal on his selection as a recipient of the 2003 President's Distinguished Achievement Award for Excellence in University Service and commend him for his longtime dedication to his students and to the profession of teaching; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. Berriozabal as an expression of high regard by the Texas House of Representatives.
