H.R. No. 1231


R E S O L U T I O N
WHEREAS, John F. Cook, El Paso city councilman for District 4, was elected to his third term in office on May 3, 2003; and WHEREAS, This longtime El Paso resident graduated from Immaculate High School in 1964 and that same year co-founded the first Boy Scout troop in the United States to serve the needs of children with mental retardation; three years later, he answered his nation's call to arms and joined the United States Army, serving with distinction as a counter-intelligence agent and special military intelligence agent during the Vietnam War and earning the Vietnam Service Medal, the Army Commendation Medal, and the National Defense Service Medal; and WHEREAS, On his return to civilian life, Mr. Cook continued to pursue a career in telecommunications, working for such companies as Western Electric, Mountain States Telephone, and Southwestern Bell; in 1977 he earned a business degree from The University of Texas at El Paso, and in the quarter-century that has followed he has built several Northeast El Paso businesses, proudly served as an El Paso I.S.D. teacher, and worked as a management and marketing consultant; and WHEREAS, Since 1999, he has worked tirelessly in behalf of the residents of El Paso as the city council representative for District 4, earning the respect of his constituents for the integrity and intelligence he brings to this public office; and WHEREAS, An esteemed civic leader, Councilman Cook has supported myriad civic and charitable organizations, including LULAC, the United Way, and the American Youth Soccer Organization, and currently serves as president of the El Paso Housing Finance Corporation and the El Paso Healthcare Facilities Financing Corporation; a man who has given generously of his time and resources to help those around him, he truly merits special recognition; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby congratulate John F. Cook of the El Paso City Council on his recent reelection and extend to him best wishes for success and happiness in his future endeavors; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Cook as an expression of high regard by the Texas House of Representatives.
