R E S O L U T I O N
WHEREAS, Carlos Higgins, in his capacity as speaker pro tempore for the Texas Silver-Haired Legislature (TSHL), is a tireless and highly respected advocate for senior citizens in the state of Texas; and WHEREAS, Mr. Higgins is now in his second term as a member of the TSHL, a nonpartisan group of 116 Texans age 60 and older that works with elected officials to achieve a better quality of life for seniors; and WHEREAS, A retired Air Force pilot and lawyer who has served on the Round Rock school board and the Williamson County Literacy Council, Mr. Higgins currently represents a district that covers all of Williamson County and northern Travis County, and he is also a member of the National Silver-Haired Congress; and WHEREAS, Through his wholehearted commitment to safeguarding and representing the interests of the Lone Star State's older residents, Mr. Higgins is working to benefit countless Texans, and he may reflect with pride on his many significant contributions to the betterment of this state; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature hereby commend Carlos Higgins for his exemplary efforts in behalf of senior citizens as speaker pro tem of the Texas Silver-Haired Legislature and extend to him sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Higgins as an expression of high regard by the Texas House of Representatives.
