R E S O L U T I O N
	WHEREAS, Dr. John P. McGovern and Friends of Hermann Park 
have been accorded a well-deserved honor with the receipt of The 
Park People of Houston 2003 Leadership Award; and
	WHEREAS, The Park People, Inc., is a nonprofit citizens' 
organization dedicated to the preservation, enhancement, and 
expansion of open green space in the Houston area; and
	WHEREAS, Dr. McGovern and Friends of Hermann Park were 
selected to receive the 2003 Leadership Award based on the 
significant improvements they made to Hermann Park; together they 
created McGovern Lake, a magnificent urban showplace serving a 
diverse population and providing a model for other communities; and
	WHEREAS,  The commitment they have demonstrated to preserving 
and enhancing the beauty of Hermann Park for the benefit of future 
generations of Texans is truly worthy of special recognition; now, 
therefore, be it
	RESOLVED, That the House of Representatives of the 78th Texas 
Legislature hereby congratulate Dr. John P. McGovern and Friends of 
Hermann Park on the receipt of The Park People of Houston 2003 
Leadership Award and commend them for their valuable and lasting 
contributions to their community; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for Dr. McGovern and Friends of Hermann Park as an 
expression of high regard by the Texas House of Representatives.
