                                                                  H.R. No. 1625



R E S O L U T I O N
	WHEREAS, The family and friends of Eloisa "Locha" Rosa Garcia 
of Pharr were deeply saddened by her passing on May 19, 2003, at the 
age of 62; and
	WHEREAS, Mrs. Garcia was born on January 16, 1941, in Los 
Saenz, and at the age of four, she moved to Pharr where she remained 
a resident through the rest of her life; and
	WHEREAS, Active in the Democratic Party for more than 40 
years, Mrs. Garcia had a willingness to serve others that was of 
great benefit to her community and a warm sense of humor that made 
her always a pleasure to be around; and
	WHEREAS, The blessing of the life of this wonderful woman 
will be forever cherished by those who were privileged to share her 
love and friendship; now, therefore, be it
	RESOLVED, That the House of Representatives of the 78th Texas 
Legislature hereby pay tribute to the life of Eloisa "Locha" Rosa 
Garcia and extend sincere sympathy to the members of her family:  to 
her children and their spouses, Ricardo and Corina Escalante, Sara 
and Fernando Madero, Rolando and Yolanda Garcia, Rene and Jamie 
Garcia, Roberto Garcia, and Sandra Zepeda and Domingo Zepeda, Jr.; 
to her grandchildren, Pablo, Audrey, Rolando Jr., Ramiro, Mark, 
Marie, and Victoria; to her mother, Julia M. Rosa; to her brothers 
and their spouses, Raul and Lupe Rosa and Pablo Rosa, Jr., and Emma 
Rosa; to her nieces, Lorri Ann and Denise Rosa; to her nine 
additional nieces and nephews; and to her other relatives and many 
friends; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for her family and that when the Texas House of 
Representatives adjourns this day, it do so in memory of Eloisa 
"Locha" Rosa Garcia.
