H.R. No. 1683
R E S O L U T I O N
WHEREAS, Constable Jack F. Bell of Jeff Davis County passed
away on May 12, 2003, at the age of 74, leaving behind a loving
family and many friends to grieve in his absence; and
WHEREAS, Born on January 3, 1929, in Dawson, Mr. Bell
graduated from Alpine High School and attended Sul Ross State
University; employed in the oil and gas industry in Alpine for 10
years before moving to El Paso, he worked at White Sands, New
Mexico, for 12 years, and was assigned to the Marshall Islands
during that time; he also was employed with Phelps Dodge Copper
Refinery for many years before retiring; and
WHEREAS, Moving to the Davis Mountain Resort in 1983, Mr.
Bell was elected constable of Precinct No. 1 in 1989, and he ably
served as a protector of public safety over the course of 13 years;
in 1992, he temporarily left office to earn his deputy sheriff's
license in El Paso and his peace officer's license from the Sul Ross
State University police academy; and
WHEREAS, Throughout his service, Constable Bell had numerous
notable achievements, including assisting in the jailing of
secessionist leader Richard McLaren during the Republic of Texas
standoff; and
WHEREAS, A congregant at the First Baptist Church in Alpine,
he was a valued member of his community; he fulfilled the duties of
his office as constable with the utmost integrity, earning the
respect and admiration of his fellow residents; throughout his
life, he positively influenced the lives of many, and his memory
will live on in the hearts of those individuals who were fortunate
enough to have known him; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby pay special tribute to the life of Jack Fred Bell
and extend deepest sympathy to the members of his family: to his
wife of more than 50 years, Elaine Moore Bell; to his daughters,
Jill Bell, Jackye Steffey, and Jan York; to his grandchildren and
great-grandchildren; and to his other relatives and many friends;
and, be it further
RESOLVED, That an official copy of this resolution be
prepared for his family and that when the Texas House of
Representatives adjourns this day, it do so in memory of Jack F.
Bell.
