R E S O L U T I O N
WHEREAS, Russell Brandon Vail has been named Elementary
Teacher of the Year for 2002-2003 by the Donna Independent School
District (ISD), and in light of this accomplishment, he is indeed
deserving of special recognition; and
WHEREAS, The award acknowledges teachers who are creative and
successful with students, have excellent classroom organizational
skills, present subject matter in meaningful ways, promote positive
learning environments for all students, and work well with
colleagues, parents, and the community, and Mr. Vail truly meets
each of these criteria; and
WHEREAS, Inspired to become an educator by his stepmother and
his high school Spanish teacher, Mr. Vail earned a bachelor's
degree from Southwestern Assemblies of God University and began his
teaching career in 2001; and
WHEREAS, A dedicated educator, he now teaches fifth-grade
science and is a University Interscholastic League coach for math
and spelling; and
WHEREAS, Endeavoring to inspire a passion for learning and
equip young Texans with the skills and knowledge necessary for
success is a most commendable undertaking; during his tenure with
the Donna ISD, Russell Brandon Vail has earned a special place in
the hearts of many of his students and the lasting respect and
admiration of his colleagues and friends; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby congratulate Russell Brandon Vail on being named
2002-2003 Elementary Teacher of the Year by the Donna Independent
School District and extend sincere best wishes to him for continued
success and happiness; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Vail as an expression of high regard by the Texas
House of Representatives.
