H.R. No. 1766
R E S O L U T I O N
WHEREAS, The people of South Texas lost a revered physician
and civil rights advocate with the passing of Dr. Xicotencatl
"Xico" P. Garcia on April 28, 2003, at the age of 75; and
WHEREAS, A member of a renowned Texas family, Dr. Garcia was
the brother of Dr. Hector Garcia, founder of the American G.I.
Forum, and Dr. Clotilde "Cleo" Garcia, a civil rights and education
activist; Dr. Xico Garcia helped to lead the forum after his
brother's death, and in 1996 he established a scholarship
foundation in his brother's memory; and
WHEREAS, This outstanding Texan earned his medical degree in
1969 from the National University of Mexico; he served as professor
and chairman of the science department at the University of the
Americas in Mexico City from 1968 to 1969 and as a member of the
Nueces County Hospital District Board of Managers from 1977 to
1991; he also held the posts of attending physician at boxing
matches in Memorial Coliseum and medical director of the 1997
Nueces County Colonia Health Fest, a project that offered various
health tests and services to the residents of the county's 12
colonias; and
WHEREAS, Dr. Xico Garcia gave unstintingly of his time,
talents, and energy in providing health care for the most
vulnerable members of our society and in championing the struggle
for social justice, and his memory will be forever cherished by his
family, his friends, and the countless people whose lives he
touched; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby pay special tribute to the life of Dr.
Xicotencatl "Xico" P. Garcia and extend sincere sympathy to the
members of his family: to his wife, Velia Yolanda Garcia; to his
children, Dr. Xico Roberto "Bobby" Garcia and Yolette Garcia; to
his sisters, Dr. Dalia P. Garcia and Emilia Garcia Garza; to his
brother, Dr. Cuitlahuac P. Garcia; and to the other relatives and
many friends of this beloved gentleman; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for the members of his family and that when the Texas House
of Representatives adjourns this day, it do so in memory of Dr.
Xicotencatl "Xico" P. Garcia.
