A BILL TO BE ENTITLED
AN ACT
relating to requiring state agencies to create subcommittees on
strategic planning, auditing, and operations.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Chapter 2056, Government Code, is amended by
adding Section 2056.012 to read as follows:
Sec. 2056.012. SUBCOMMITTEES ON AUDITS, STRATEGIC
PLANNING, AND OPERATIONS. (a) The governing body of each state
agency shall appoint from among the members of the governing body
one subcommittee to review audits of the agency, one subcommittee
to review the agency's strategic planning, and one subcommittee to
review the agency's operations.
(b) The subcommittees shall meet regularly, either in
conjunction with meetings of the state agency's governing body or
separately.
(c) The presiding officer of the governing body may not
serve on the audit subcommittee.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2003.
