A BILL TO BE ENTITLED
AN ACT
relating to the state emergency services and trauma care system.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter E, Chapter 773, Health and Safety
Code, is amended by adding Section 773.121 to read as follows:
Sec. 773.121. STATE EMERGENCY SERVICES AND TRAUMA CARE
SYSTEM. (a) The state emergency services and trauma care system
provides emergency services and trauma care to residents of this
state through county and regional providers of emergency services
and trauma care. The state system consists of designated emergency
services and trauma care entities, including:
(1) each trauma service area regional advisory
council; and
(2) a council of government that includes a county
with a population of at least 3.3 million and that has established a
trauma and emergency services policy council.
(b) Money, including money available under federal law, may
be made available to support the state emergency services and
trauma care system and entities within the system.
(c) An entity that is a part of the state's emergency
services and trauma care system may be required to meet minimum
qualifications to receive funding under Subsection (b) or to
continue to participate in the system.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2003.
