A BILL TO BE ENTITLED

AN ACT

relating to purchasing procedures for certain regional water 
authorities.   
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter I, Chapter 49, Water Code, is amended 
by adding Section 49.280 to read as follows:
	Sec. 49.280.  PURCHASING PROCEDURES FOR CERTAIN 
AUTHORITIES.  (a)  This section applies only to a regional water 
authority in a county with a population of 3.4 million or more.
	(b)  A regional water authority shall follow the purchasing 
procedures provided for a county under Chapters 262 and 271, Local 
Government Code, and other law.  In applying those provisions to a 
regional water authority under this section, a reference to 
"county" means "regional water authority" and a reference to 
"commissioners court" means "board."
	(c)  The purchasing procedures provided for a county under 
Chapters 262 and 271, Local Government Code, and other law prevail 
over a conflicting or inconsistent provision of this chapter.
	SECTION 2.  The change in law made by this Act applies only 
to a contract awarded on or after the effective date of this Act.  A 
contract awarded before the effective date of this Act is governed 
by the law in effect at the time the contract is awarded, and the 
former law is continued in effect for that purpose.
	SECTION 3.  This Act takes effect September 1, 2003.
