A BILL TO BE ENTITLED
AN ACT
relating to public school admission of military personnel and
dependents under reciprocity agreements between states.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 25.005 (a), Education Code, is amended
to read as follows:
(a) It is the intent of the Legislature that children of the
men and women who valiantly serve our nation in the military may
transfer into Texas public schools with minimum disruption to their
educational advancement. [To facilitate the transfer of military
personnel and their dependents to and from the public schools of
this state] and to ensure those students are not penalized as a
result of mandatory relocation, the agency shall identify states
having a significant number of students transferring to Texas
public schools and, within available resources, enter into [may
pursue] reciprocity agreements with other states governing the
terms of those transfers.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2003.
