A BILL TO BE ENTITLED

AN ACT

relating to the design of license plates for veterans with 
disabilities.    
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 502.254, Transportation Code, is amended 
by adding Subsection (j) to read as follows:
	(j)  The license plates must be limited to three colors and 
be of a color, quality, and design selected by a design board 
consisting of five members, including:
		(1)  a representative of the department;                               
		(2)  a representative of the governing body of the 
Disabled American Veterans;
		(3)  a representative of the membership of the Disabled 
American Veterans;
		(4)  a representative of the governing body of the 
Paralyzed Veterans of America; and
		(5)  a representative of the membership of the 
Paralyzed Veterans of America.
	SECTION 2.  This Act takes effect September 1, 2003.
