A BILL TO BE ENTITLED

AN ACT

relating to conflicts of interest of attorneys who represent 
municipalities.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter C, Chapter 82, Government Code, is 
amended by adding Section 82.067 to read as follows:
	Sec. 82.067.  CONFLICT OF INTEREST IN REPRESENTING A 
MUNICIPALITY.  An attorney may not represent a municipality if the 
attorney or the attorney's law firm is currently representing a 
client who has an interest that the attorney knows or should know 
has a reasonable possibility of coming before the municipality.
	SECTION 2.  (a)  This Act takes effect September 1, 2003.                      
	(b)  The change in law made by this Act applies only to 
representation of a municipality undertaken by an attorney on or 
after the effective date of this Act.
