A BILL TO BE ENTITLED
AN ACT
relating to a comprehensive analysis of certain legislation
addressing public school dropouts.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter H, Chapter 39, Education Code, is
amended by adding Section 39.186 to read as follows:
Sec. 39.186. DROPOUT REPORT. (a) Not later than December
1, 2004, the agency shall prepare and deliver to the governor, the
lieutenant governor, the speaker of the house of representatives,
and the clerks of the standing committees of the senate and house of
representatives with primary jurisdiction over the public school
system a report containing a comprehensive analysis of the
effectiveness of all state legislation that became law on or after
January 1, 1989, related to public school students who leave school
without obtaining a high school diploma or a high school
equivalency certificate.
(b) This section expires January 1, 2005.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2003.
