A BILL TO BE ENTITLED

AN ACT

relating to the disposition of certain fees in connection with 
driver's licenses to the credit of the Texas mobility fund for 
highway and transportation purposes.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 521.313, Transportation Code, is amended 
by adding Subsection (c) to read as follows:
	(c)  Each fee collected under this section shall be deposited 
to the credit of the Texas mobility fund.
	SECTION 2.  Section 521.3466, Transportation Code, is 
amended by adding Subsection (e) to read as follows:
	(e)  Each fee collected under this section shall be deposited 
to the credit of the Texas mobility fund.
	SECTION 3.  Subchapter R, Chapter 521, Transportation Code, 
is amended by adding Section 521.428 to read as follows:
	Sec. 521.428.  DISPOSITION OF FEES. (a)  Except as provided 
by Subsection (b) or Section 662.011(a), each fee collected under 
this subchapter shall be deposited to the credit of the Texas 
mobility fund.
	(b)  Subsection (a)  does not apply to a fee collected under:           
		(1)  Section 521.421(f), as added by Chapter 510, Acts 
of the 75th Legislature, Regular Session, 1997;
		(2)  Section 521.421(g); or                                            
		(3)  Section 521.422(b) or (c).                                        
	SECTION 4.  This Act takes effect September 1, 2003, and 
applies only to a fee collected on or after that date.
