A BILL TO BE ENTITLED

AN ACT

relating to the appointment of the board of managers of certain 
emergency communications districts.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter A, Chapter 772, Health and Safety 
Code, is amended by adding Section 772.002 to read as follows:
	Sec. 772.002.  JOINT APPOINTMENTS TO BOARD OF MANAGERS. An 
appointment to a board of managers under this chapter that is made 
jointly by more than one municipality or other entity shall be made 
by majority vote of the municipalities or other entities entitled 
to make the appointment.
	SECTION 2.  This Act applies only to an appointment to a 
board of managers under Chapter 772, Health and Safety Code, made on 
or after the effective date of this Act. An appointment to a board 
of managers made before the effective date of this Act is governed 
by the law in effect at the time the appointment is made, and that 
law is continued in effect for that purpose.
	SECTION 3.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2003.
