S.B. No. 1051




AN ACT

relating to the authority of the Texas Department of Human Services 
to solicit and accept gifts, grants, and donations.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 22.001, Human Resources Code, is amended 
by adding Subsection (e) to read as follows:
	(e)  The department may solicit and accept gifts, grants, and 
donations of money or property from public or private sources for 
use in assisting needy persons or otherwise carrying out any of the 
department's functions.
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2003.
