A BILL TO BE ENTITLED
AN ACT
relating to the regulation of time, place, and manner of speech in a state institution of higher education. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter G, Chapter 51, Texas Education Code, Section 51.352 by adding subsection (g) to read as follows: (g) No regulation of the time, place and manner of speech and assembly by a governing board shall be more restrictive than necessary to protect normal academic and institutional activities. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2003.
