A BILL TO BE ENTITLED

AN ACT

relating to funding license buyback programs of the Parks and 
Wildlife Department.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter A, Chapter 12, Parks and Wildlife 
Code, is amended by adding Section 12.009 to read as follows:
	Sec. 12.009.  FUNDING FOR LICENSE BUYBACK PROGRAMS.  (a) If 
money is available, the department shall increase the allocations 
of the license buyback programs under Sections 47.081, 77.119, and 
78.111 by $2 million for the fiscal biennium beginning September 1, 
2003.
	(b)  The department may finance the increase in funding under 
Subsection (a) by donations, grants, or any money appropriated by 
the legislature or otherwise available for the programs.  The 
department shall actively solicit donations and apply for any 
available grants to finance the increase.
	(c)  This section expires September 1, 2005.                            
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2003.
