A BILL TO BE ENTITLED

AN ACT

relating to the awarding of contracts for Lottery Commission 
equipment, supplies, services and advertising.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1:  Sec. 466.101, Government Code, PROCUREMENT 
PROCEDURES is amended to read as follows:
	(f)  For all contracts awarded under this chapter, the 
commission and each lottery operator shall consider a vendor's 
overall economic impact to the state or a subdivision of the state, 
including tax revenue and current employment in evaluating and 
awarding a bid.
	SECTION 2:  To the extent of any conflict, this Act prevails 
over another Act of the 78th Legislature, Regular Session, 2003, 
relating to nonsubstantive additions to and corrections in enacted 
codes.
	SECTION 3:  This Act takes effect on September 1, 2003.
