A BILL TO BE ENTITLED

AN ACT

relating to the regulation of the subdivision or development of 
land in areas bordering the Rio Grande River and the Laguna Madre 
and/or the Gulf of Mexico.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 49.211, Water Code, is amended by adding 
a new Subsection (e) to read as follows:
	(e)  any subdivision or development of land in a county 
bordering the Rio Grande River and the Laguna Madre and/or the Gulf 
of Mexico shall require written plat approval from all county 
entities which have authority and jurisdiction over the drainage 
responsibilities of the area which is being subdivided or 
developed.
	SECTION 2.  This Act takes effect September 1, 2003.
