A BILL TO BE ENTITLED
AN ACT
relating to road and bridge improvements by certain metropolitan
rapid transit authorities.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter B, Chapter 451, Transportation Code,
is amended by adding Section 451.073 to read as follows:
Sec. 451.073. ROAD AND BRIDGE IMPROVEMENTS IN CERTAIN
AUTHORITIES. (a) This section applies only to an authority in a
county with a population of three million or more.
(b) The board shall have a subcommittee composed of three
members appointed under Subsection (c). The subcommittee shall
designate road and bridge construction and improvement projects
within the boundaries of the authority to be funded by the
authority.
(c) The subcommittee shall be appointed as follows:
(1) one member appointed by the mayor of the principal
municipality in the authority;
(2) one member appointed by the county commissioners
court of the principal municipality in the authority; and
(3) one member appointed by a majority vote of the
mayors of all the municipalities in the authority except the mayor
of the principal municipality.
(d) The authority shall use 25 percent of the revenue
received from the sales tax imposed by the authority to fund
construction and improvements to roads and bridges located within
the boundaries of the authority.
SECTION 2. This Act takes effect September 1, 2003.
