SENATE CONCURRENT RESOLUTION
WHEREAS, The Legislature of the State of Texas is pleased to recognize General Tommy Ray Franks, combatant commander of the United States Central Command, for his outstanding contributions to his country; and WHEREAS, A native of Midland, Texas, Tommy Franks earned a bachelor's degree from The University of Texas at Arlington in 1971 and a master's degree from Shippensburg University in Pennsylvania in 1985; and WHEREAS, He entered the United States Army at the age of 20, and he rose through the ranks to the position of general; he has served with distinction in numerous assignments, and his service has included such locations as Vietnam, Korea, Europe, and the Iraqi desert during Desert Storm; and WHEREAS, A highly respected military leader, General Franks has earned numerous commendations, including four Legion of Merit medals, three Bronze Stars with V device, an Air Medal with V device, and an Army Commendation Medal with V device; and WHEREAS, In 2000, General Franks assumed the position of combatant commander for the United States Central Command at MacDill Air Force Base in Tampa, Florida; in this role, he oversees postwar Afghanistan and coordinates military operations in 23 other nations, stretching from the Horn of Africa into Central Asia; and WHEREAS, A patriotic American whose leadership has been invaluable to our country, General Franks has earned the respect of people around the globe for his exemplary military service, his courage, and his tenacity, and he is a treasured citizen and source of great pride to Texans across the state; now, therefore, be it RESOLVED, That the 78th Legislature of the State of Texas hereby commend General Tommy Ray Franks for his outstanding service on behalf of our country and extend sincere appreciation to him and best wishes for the future; and, be it further RESOLVED, That a copy of this resolution be prepared for him as an expression of esteem from the Texas Legislature.
