SENATE CONCURRENT RESOLUTION
WHEREAS, Ron Jackson, former executive director of the Texas
Youth Commission, has contributed significantly to the juvenile
correctional system of Texas; in addition to devoting 34 years of
active public service to the State of Texas from 1959 to 1993, Mr.
Jackson has distinguished himself as an outstanding and innovative
leader in the field of juvenile corrections; and
WHEREAS, Mr. Jackson dedicated himself most notably to the
issues of adjudicated delinquent youth of the State of Texas; he was
the first superintendent of the Brownwood State School for Girls
when it opened in 1970, and he served as the executive director of
the Texas Youth Commission from 1973 to 1993; and
WHEREAS, Due to Mr. Jackson's professionalism and
outstanding leadership, he received two of the highest accolades
available in the field of juvenile corrections, the E.R. Cass Award
from the American Correctional Association and the Roscoe Pound
Award from the National Council on Crime and Delinquency; and
WHEREAS, The Brownwood State School - Units I and II, a Texas
Youth Commission facility in Brownwood that houses more than 300
delinquent males and 150 delinquent females, dedicates itself to
the same ideals of identifying treatment needs, administering
correctional therapy, and upholding the rights of youth as espoused
by Mr. Jackson; in addition, it assists youth in reintegrating into
the community through a rehabilitation program that includes
education and participation in a wide range of community service
projects; and
WHEREAS, It is indeed fitting that Mr. Jackson be recognized
for his achievements as a distinguished leader in Texas and the
nation in juvenile corrections and that this recognition be in
association with a facility within the state that he well knows and
that is, like himself, devoted to improving the lives of young
Texans; now, therefore, be it
RESOLVED, That the 78th Legislature of the State of Texas
hereby direct the Texas Building and Procurement Commission to
rename the Brownwood State School - Units I and II for Mr. Ron
Jackson as a tribute to his commitment to public service and his
many contributions to the betterment of the State of Texas; and, be
it further
RESOLVED, That the secretary of state forward an official
copy of this resolution to the chair and the executive director of
the Texas Building and Procurement Commission.
