CONCURRENT RESOLUTION
WHEREAS, State law (Section 2165.256, Government Code)
specifies those persons eligible for burial in the State Cemetery
and authorizes the legislature to grant eligibility to other
persons through the adoption of a concurrent resolution; and
WHEREAS, Judge Michael Moorman Fricke and his wife, Anita
Gonzales Fricke, have expressed a desire to be buried in the State
Cemetery, and their request merits approval based on Judge Fricke's
many years of public service as an attorney and judge in Port Lavaca
and Calhoun County; and
WHEREAS, From 1986 to 1999, Judge Fricke served as the first
judge of Calhoun County Court at Law No. 1; he tried many civil
cases and hundreds of criminal cases including felonies by
assignment; in addition, he tried juvenile cases and domestic
relations cases and heard applications for writs of habeas corpus;
and
WHEREAS, Previously, Judge Fricke was municipal court judge
of Port Lavaca from 1962 to 1965; and
WHEREAS, Judge Fricke also served as city attorney for Port
Lavaca from 1965 to 1986 and has served as an attorney for Calhoun
County Drainage District No. 11 and Port O'Connor Municipal Utility
District; he has also contributed his knowledge and expertise to
several other soil and water projects that have benefited the
citizens of Calhoun County; and
WHEREAS, Judge Fricke has held positions of leadership in
numerous professional organizations; he has served as president of
the Calhoun County Bar Association for four terms, as president of
the State Judicial Association, and as vice chairman of the 24th
Judicial Association; and
WHEREAS, An exemplary citizen, Judge Fricke has worked for
the betterment of his community through his leadership as president
of the Rotary Club and the March of Dimes; and
WHEREAS, Judge Fricke has devoted his life to public service,
and he is a man of honor, integrity, and character; now, therefore,
be it
RESOLVED, That the 78th Legislature of the State of Texas
hereby authorize the burial of Michael Moorman Fricke and his wife,
Anita Gonzales Fricke, in the State Cemetery, provided the State
Cemetery Commission indicates its approval as required by law.
