CONCURRENT RESOLUTION
	WHEREAS, The Employees Retirement System of Texas (ERS) 
administers an insurance program for state officers and employees, 
including employees of most institutions of higher education; and
	WHEREAS, As part of its duties relating to the insurance 
program, the ERS board of trustees is responsible for providing or 
contracting for the provision of health benefits that offer ERS 
members the best possible services at the most reasonable and 
fiscally responsible costs; and
	WHEREAS, It is also the responsibility of the board to 
investigate all options for the provision of high-quality health 
benefits and to ensure that all qualified providers have the 
opportunity to participate in the state program; now, therefore, be 
it
	RESOLVED, That the 78th Legislature of the State of Texas 
hereby direct the Employees Retirement System of Texas to ensure 
that any contract signed or coverage plan provided does not 
discriminate against any provider that is located within the 
geographic coverage area of the health benefit plan and that is 
willing to meet the terms and conditions for participation 
established by the health insurer; and, be it further
	RESOLVED, That the secretary of state forward an official 
copy of this resolution to the executive director of the Employees 
Retirement System of Texas.
