SENATE RESOLUTION NO. 4
WHEREAS, The Senate of the State of Texas is pleased
to recognize the Texas Juvenile Crime Prevention Center at
Prairie View A&M University on the fifth anniversary of its
founding; and
WHEREAS, The 75th Legislature of the State of Texas
created the center through the enactment of House Bill 1550 on
June 19, 1997; the center was mandated to address and prevent
juvenile crime and delinquency through research, educational and
information programs, and state and national level partnerships;
and
WHEREAS, In carrying out this responsibility, the center
has published 60 journal articles, as well as books, government
reports, and other publications; it has created more than 30
ongoing research projects and 60 presentations relating to
juvenile crime and delinquency prevention; and
WHEREAS, To meet its educational mission at Prairie View
A&M University, the center has established a doctoral degree
program in juvenile justice and master's degree programs in
juvenile justice and in juvenile forensic psychology; in
addition, the center has created an undergraduate specialization
in juvenile justice and a certification program for aspiring
juvenile probation officers; the center has also instituted
in-service training for individuals working in the field of
juvenile justice; and
WHEREAS, Carrying out its responsibility to serve as a
state and national resource for information on juvenile crime,
the center has instituted an Internet clearinghouse for sharing
national data on juvenile issues, and it has provided the public
with information by distributing presentations, brochures, and
newsletters throughout Texas and the nation; and
WHEREAS, Fulfilling its mandate to enter into cooperative
agreements with communities, government agencies, and private
groups, the center has engaged in 33 partnerships and
collaborative activities designed to reduce juvenile crime and
delinquency in Texas; moreover, as a result of House Bill 1118, the
center has designed a comprehensive study of overrepresentation of
minority youths, female offending, and sex offending in the state;
and
WHEREAS, Since its inception in 1998, the Texas Juvenile
Crime Prevention Center has fulfilled its mandated
responsibilities and established a reputation as a highly
successful enterprise; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, hereby commend the Texas Juvenile Crime
Prevention Center at Prairie View A&M University on its many
accomplishments and extend best wishes to all associated with the
center for continued success in the years ahead; and, be it
further
RESOLVED, That a copy of this Resolution be prepared for
the Texas Juvenile Crime Prevention Center as an expression of
esteem from the Texas Senate.
