SENATE RESOLUTION NO. 68 WHEREAS, The Senate of the State of Texas is pleased to recognize BP Solvay Polyethylene North America for receiving the Voluntary Protection Program Star designation by the United States Department of Labor's Occupational Safety and Health Administration; and WHEREAS, BP Solvay Polyethylene North America is a joint venture between British Petroleum and Solvay S.A.; when combined with its European partner, the company is the third highest producer of high density polyethylene in the world, with six production sites and an annual capacity of 4.6 billion pounds; and WHEREAS, The Deer Park facility annually produces nearly two billion pounds of the high density polyethylene plastic resins that are used in a wide range of consumer and industrial products; and WHEREAS, The Occupational Safety and Health Administration has the responsibility of ensuring a safe and healthful work environment and of overseeing over seven million work sites; without resources to inspect each one on a continuous basis, it established the Voluntary Protection Program to encourage industry compliance with regulations and to recognize exemplary health and safety practices; and WHEREAS, To be considered for the program, individual sites must have lower injury/illness rates than their industry's average and fulfill a number of requirements, including safe working conditions, employee and management commitment to health and safety, and ongoing training programs; and WHEREAS, The Voluntary Protection Program Star designation recognizes that the BP Solvay Polyethylene North America facility has exceptional safety programs and systems in place, employees are actively involved in protecting each other from injuries, and the company is dedicated to continuous improvement; and WHEREAS, Under superior leadership and through the conscientious efforts of every employee, contractor, and manager, BP Solvay Polyethylene North America has demonstrated its commitment and dedication to the health and safety of all employees; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 78th Legislature, hereby commend BP Solvay Polyethylene North America for its meritorious health and safety record and extend congratulations to all employees for earning the Occupational Safety and Health Voluntary Protection Program Star designation; and, be it further RESOLVED, That a copy of this Resolution be prepared as an expression of the high regard of the Texas Senate.
