SENATE RESOLUTION NO. 117

	WHEREAS, The Senate of the State of Texas is pleased to 
recognize Joyce D. Howell on the occasion of her retirement from 
the City of Rollingwood after 21 years of dedicated and loyal 
service; and
	WHEREAS, On December 1, 1981, Joyce walked across the 
street from her home in Rollingwood to take a part-time job as an 
administrative assistant at City Hall; she was one of the two 
employees of the city at that time; and
	WHEREAS, Over the years, Joyce has assumed many varied 
roles for the city; she has served as receptionist; cashier; 
elections officer; records manager; building and property 
principal; building permit processor; public relations director; 
bookkeeper; payroll, budget, and accounting administrator;
court clerk; and around-the-clock emergency handler; on
November 26, 1997, she was appointed city secretary by the 
Rollingwood city council; and
	WHEREAS, Joyce has served with integrity and 
professionalism in the administrations of eight Rollingwood 
mayors and innumerable city aldermen; she is known for her 
ability to handle all situations with a smile and a positive 
attitude; and
	WHEREAS, The first city employee to receive retirement 
status in Rollingwood, Joyce plans to spend more time with her 
family and vows to continue to serve the city through her 
volunteer work; now, therefore, be it
	RESOLVED, That the Senate of the State of Texas,
78th Legislature, hereby join the City of Rollingwood in 
commending Joyce D. Howell for her many years of exceptional 
service and in recognizing her as the Yellow Rose of Rollingwood 
for all her many kindnesses over the years; and, be it further
	RESOLVED, That a copy of this Resolution be prepared for 
her as an expression of esteem from the Texas Senate.
