SENATE RESOLUTION NO. 136
WHEREAS, The Senate of the State of Texas is pleased to
recognize Patrolman Oscar Garcia, Jr., of the Karnes City Police
Department, for saving the life of a nine-month-old infant; and
WHEREAS, Patrolman Garcia responded to an emergency call
regarding a child on January 24, 2003; upon arriving at the
family's home, he found a baby boy who was not breathing and was
blue in color; and
WHEREAS, Patrolman Garcia quickly administered
cardiopulmonary resuscitation until the infant was able to
breathe on his own and oversaw the infant's needs until the
Emergency Medical Services team arrived to take over the child's
medical care; and
WHEREAS, The citizens of Karnes City are indeed fortunate
to have Patrolman Garcia as a member of their police department;
an exemplary public servant, he carries out his responsibilities
with exceptional skill and courage; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, hereby join the Karnes City Police Department
in commending Patrolman Oscar Garcia, Jr., for his competence
and his lifesaving action in this emergency situation and extend
appreciation to him for his dedication to his work and to his
profession; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
